PICISOC Board 2026

Russell is Director of ICT Services at the University of Papua New Guinea and Coordinator of the UPNG Centre of Excellence in ICT. With nearly three decades of experience, he has led initiatives across digital transformation, Internet infrastructure, cybersecurity, digital policy, education and capacity development. He also contributes to regional Internet governance through PICISOC, PacIGF, ICANN, APNIC and Internet Society initiatives.

Swaran is a Fiji-based ICT professional and researcher with interests in information systems, digital innovation and technology-enabled services. As Vice Chair, she supports PICISOC's governance and its work to strengthen inclusion, participation and collaboration throughout the Pacific Internet community.

Andrew is an experienced ICT, telecommunications and Internet-governance professional from Vanuatu. His regional involvement spans PICISOC, PacIGF, ICANN, APrIGF and other technical-community initiatives. He has also contributed to the governance and administration of Vanuatu's .vu country-code top-level domain and has served PICISOC in several leadership roles.

Sarai is Chief Operating Officer at the National University of Samoa and previously served for six years as Director of ICT. She has more than 20 years of experience across agriculture, finance, education and ICT, with expertise in digital transformation, ICT governance and strategic operations. She contributes actively to ICT and Internet development initiatives in Samoa and across the Pacific.

Georgina serves as PICISOC Treasurer and contributes to the Board's financial oversight, governance and organisational sustainability. She brings a community-focused perspective to the Board and supports PICISOC's work to strengthen participation and regional cooperation within the Pacific Internet community.

Jobenz is Managing Director and Cybersecurity Consultant at WebSafe Samoa. He has more than 15 years of experience across cybersecurity, ICT strategy, governance, digital transformation, training and technology implementation. He holds a Master of Cyber Security and contributes to regional initiatives involving Internet governance, cyber capacity building and digital development.
